Exernalize name lists

I'd love to be able to edit the list of possible names and surnames to bring about a bit more diversity.

Pretty sure it is planned.´, but would be a mayor rework.

Right now this data (along with Stratagems, Events, Assets and everything else that needs a new savegame) is stored in the savegame itself. Wich is based on the scenario file, itself a SE savegame.
