In the spring of 1915 Austria-Hungary had very few troops along the Italian border, certainly nothing more than the Detachments we give them, and so increasing their defences required taking troops from elsewhere.
Consequently, providing them with a Corps if they say no to handing territory over to Italy wouldn't be historical, but if it turns out that this is what it takes for better balance then we might have to go down this route.
Making Trento a Fortified Town is a simple change, but if that and a Corps were placed there, would we need to penalize Austria-Hungary in another way?
Or to put it another way, is the overall war currently fairly balanced and therefore a small change might push it away from balance?
Yes, the Austro-Hungarians did not move larger number of soldiers to the Trentino until later in 1915, but this was because the Italians did not mobilise for a major attack there that year and the Austro-Hungarians were able to hold off what attacks there were by basically just garrisoning their forts. The other issue I have raised is whether the Italians mobilise too quickly in 1915 . . .

So far I have mostly played as the Central Powers against the AI and I always face a vigorous attack from the Italians right away across the whole front from the Trentino to the Isonzo in 1915. So I am also wondering if the Italians get too many units when entering the war. I have started a game as the Entente now to see how many units they actually do get at Veteran level (in 1914 they have 5x Corps and 2x Detachments prior to entering the war).
It might be that this very aggressive Italian behaviour in 1915 needs moderating slightly too, notwithstanding any other terrain changes that might be made to stop the AI Italians always trying to reach Salzburg by way of the Alto Adige (or sending British/French tanks up there in the later game!).
