Cant see a reason why, Looks like a bug. Unless stacking limit or something different than nationality.

It's like the Belgium Terr isn't (doesn't) cooperate with the other Belgium units. Can't stack him alone with 2 Belgium CPs.

I wasnt sure what was below, but they should, because they are the same minor.

I have experienced this in a recent game also, unfortunately I don't have a save.
