4.2.1.2 Free France cannot receive oil

In 2 different games, but both on 4.1.1.2, Free France cannot receive oil.

First case, Free France capital is in Madagascar, tried CW, US and USSR to send oil to Madagascar, but the oil trade does not show up on the Free France Production Planning form, and hence cannot be saved.

Second case, Free France capital is in Syria. The trade with Iraq is on, and the railroad to Damascus clear, but there too the oil trade does not show up on the Free France Production Planning form, and hence cannot be saved.
