4.2.1.1. Strat Bombing Bug.

1. Last turn the Soviets rolled an 8, modified to a 9 on the 14-18 column. This resulted in the loss of all 3 Ploesti oil. Also, 1 of the 3 (#1) was damaged.
2. This turn the Soviets bombers returned and rolled a 7, modified to an 8 on the same (14-18) column. This would have caused the axis to lose 3 oil, but since only 2 were undamaged they lost 2. No oil was damaged.
3. The bug is that Ploesti oil point #3, which should have been lost, is not.
