No, the sifting will happen when choosing candidates. At wich point Political Leanings play a big role - often bigger then suitability. See 5.8.9.6. for details

Always think positive [:D]! I've only recently how quickly especially capable leaders start leveling in skills after some strat usage. Even with failed attempts. In my former game my IV foreign council director had 0 in intimidate but after using provocation several times (failed in the beginning), she soon had 30 intimidate.
