Leader recruitment offer choice of 3

I understand the lore rationale for recruitment producing only one leader, with no choice to refuse him, but recruitment seems to result in a pretty piss-poor slate of leaders in general. I think it would make recruitment considerably less frustrating if we were offered a choice between 3 candidates. The lore easily accommodates that as well -- the political process whittling it down to three candidates, each sponsored by some individual or group.
