Air units basic supply

I'm still getting air units in N Africa that must be in basic supply (not regaining effectiveness and all ports reporting 0 supplies remaining) but not getting any notifications/alerts at beginning of turn

Means you are using ALL of your supply stockpile in Africa.

Do you mean EXACTLY all?

If so, why am I not seeing much/any effectiveness recovery on air units set to mission mode and resting?

Because they are last in priority of supply stockpile. Your land units are first. Does no good to have a healthy plane and no land unit to stop the tanks about to overrun them.

Read the new rules posted on the forum 2nd link from the top of the Matrix forums starting page 53.
