cowering

Just bought the game, apologize if this has been asked before. What does cowering mean? As I understand the manual "cowering" may be applied to the SHOOTER if they are second line troops firing without a leader directing fire. Is this correct? I thought the manual said 1st line and elite troops were immune to cowering. I was playing a scenario where I fired with elite german troops and cowering was applied. Or is cowering applied to the target?

Really enjoying the game.

Cowering means that the units do not fire as effective as they are taking more shelter than focusing on the fire attack, I suppose. Only British Elite and First Line are immune to cowering
