I got one city with 47% Eternity Cult followers:
+1 Loyalty
+6% Public Prod Penalty

I got one city with 72% Eternity Cult Followers:
+2 Loyalty
+1% Public Prod Penalty

In other words, it seems like the penalty is decreasing with more followership.
