[1.07.02] Interior Council Director Spending XP on Ecology and Tank Tactics

My Interior Council Director is spending XP on skills she definitely did not and will not use such as Ecology and Tank Tactics.

It is possible for this to happen. As Leaders can also learn skills without having made rolls on them (for example by studying or learning from other leaders).

It might well be possible this guy just doesn't like Administration very much.

I am finetuning this to happen less often though for the next open beta.

This is odd, even by the usual XP spending Bugs:

Specialized in Improviastion
Career as Trader

Used as HQ commander at game start, increasing Tank tactics by 7 levels.
Transfered to Interaior by Turn 16
Spend mostly on Admin, but a few on Tank Tactics, Ecology, Resist Influence.
