Will there be the 'In Game Editor' like in DW1?

I am pretty sure this is a yes as Erik was commenting about being able to start as an advanced civilization (I am still at work pretending to work) and may have missed what he said exactly.

I shamelessly customize my starting empire by seeding extra resources and habitable planets in it.

Will this feature > The In Game Editor also be in DW2?

Pretty sure thats a yes but I do the opposite. I tend to buff the other empires start via characters and a few key starting techs so they give a better game since even with mods the AI is rather lacking. But given enough buffs they make at least the early and mid game competitive.

I have usually done the same thing by increasing the population on their home planets. Or giving one nearby independent planet to an empire.
It is better to live your own destiny imperfectly, than to live somebody else's life with perfection.
