sub attacking a CVL question

I noticed that it makes no difference to the attack odds when a sub tries to attack a CVL in a storm/rain sea hex, from a clear sea hex, versus from a storm/rain sea hex. Is this WAD?

Shouldn't the weather in the hex the sub is attacking from, prevent CVL air ops?

I would presume that the carrier's escorts are dropping depth charges on the sub, not bombs from aircraft, since they are the defending player.

I was presuming that since a CVL has a higher base attack value than a DD (2 versus 1), it was doing most of the attacking of a sub (in defending itself) with aircraft that could otherwise not be deployed in bad weather or against a hex that had bad weather...
