Army size unit by North Africa Vichy? (v1.00.09)

From the eBook version manual (p. 5 and 32), I'm under the impression that only the USSR can build an Army type of unit.

Is it by design that North Africa Vichy has the option to build such a type of unit too (in scenario 1941)?

Nope that is a mistake. They shouldn't be able to.
