Battleship Bombardments not lowering enemy morale?

As Japan I bombarded a USA army unit in Suva and the unit morale stayed the same after 4 battleship bombardments on the city. Is this working right or was something messed up in the naval bombardments patch change?

Not sure, but since the Army is inside a city, the BB-Battleship is attacking the resource first. If you get a rare percentage hit on the Unit, in this case that USA Army, then you could do damage and/or reduce some morale.

Ah that must be what it is then I guess. Supply has been reduced but not morale...
