Each Axis turn, I receive this message. I like to have this intel. I just wonder for the fog of war. But Japanese knew it perfectly. So this is logical they sent the intel to Germany.

You also get that message when the Allies open the Persian Lend-Lease route (+5 PP/turn to Soviets)

Sooo... in my 7 current PBEM games my opponents and I have never seen 3 UBoat Groups (you have a 3 UBoat/a 2 UBoat/ a 3 UBoat) sink 13 merchants in a turn. It is almost 1942, I use 3 groups of 2 UBoats, and my opponents in my 2 PBEM games as allies have mostly used 2 groups of 3 UBoats. Is the merchant tonnage sunk due to luck with dice rolls? What's the secret? Is it tech levels?
I admit that once as the Germans in 1.09 I recently sank 7 merchants and 3 escorts in one 1939 turn and my opponent wondered if something was wrong? But in another PBEM game I had a UBoat sunk at sea wit a 2 and a 3 damage hit by a 10 escort convoy zone and in 1941 Bombers sank a UBoat in Bordeaux that was repairing (had 6 AA guns but apparently no concrete UBoat bunkers like in the real war).
Just wondering if it's all based on luck?

It is certainly based on luck but not only.

Few tips:
1/ I usually maximize research on subs. My goal is to have the latest tech level as soon as possible.
2/ I buy 9 subs and I place them on convoy lanes where there are resources. Pay attention that your opponent can close a convoy lane.
3/ I hunt with 3 groups of 3 subs.
4/ I invest in supply oilers to keep my fleet at sea whenever possible. If my opponent do not invest in supply oilers, it means he will have to go back to port whereas I am still at sea.
5/ I use my surface fleet as raiders on convoy lanes.
6/ As soon as one sub takes damage, 3/5 or 2/5, I go back to port for repair.
7/ I invest in 6 x AAA guns in Bordeaux and place one air superiority group to avoid UK bombers to destroy my subs in port.

Thanks, Ncc... I have been using 3 groups of 2 subs (or a 3 and a 2 after a sub sinks). All other things I do as you EXCEPT I don't have the extra PP's to spend on an additional Interceptor as they are all in Russia by this time except the one guarding Germany against Strategic bombers.
Maybe I should move that one to Bordeaux... but as I send Italian Armor/Mountain to the Russian Front, the Brits are at Tobruk as soon as Barbarossa starts, and from there they will be invading as soon as USA enters war and the UBoat repair PPs will need to go to defending Germany, so I stop repairing the UBoats by 1942. I haven't had any luck in the BOA so I've come to decide it's not worth the PPs.

Mass subs in groups of 3 with 2 stray groups of 1 and spread them out to different zones forcing the Allies to spread their escorts

Wrong, you need to invest to destroy MMs. The objective is to have UK investing a lot in MMs and escorts. This way, they do not invest in land and air units. If you don't invest in subs, UK will be strong faster.
