[1.07.07b] Friendship and Victory Pacts don't work

I have a save where Empires A and B have a Friendship Pact with each other. Empire C declares war on Empire A. The Friendship Pact should trigger here and make Empire C and Empire B be at war with each other, but they remain at peace.

Likewise, I have another save where Empires A and B have a Victory Pact with each other. Empire A declares war on Empire C. The Victory Pact should trigger here and make Empire C and B be at war with each other, but they remain at peace.

I have just seen the same thing: Friendship Pact never seems to drag the third party into a conflict.
