4.2.1.1 (Debug) Naval Combat Bug.

Actual came across this bug by a poor tactical decision. To recreate:

(1) Initiate search in the Bismarck sea.
(2) USN search=1 & IJN search=2, which gives the US 4 SPs.
(3) Elect to fight a surface.
(4) Use all four surprise points to increase IJN risk from X, D, 2A to 2X.
(5) Sink the CVL Chiyoda.
(6) MWiF then doesn't even attempt to apply the USN risk (A).

My poor tactical decision was using the 4 SPs to increase IJN risk. The X, D was sufficient to ensure the sinking of the CVL Chiyoda. That is, even if it passed the X risk (i.e., is damaged instead of being sunk) it's defense factor would increase by 1 to 10 which ensures that D will sink it. Tactically I should have used the SPs to reduce the USN risk from A to none.

We hit the same issue the other day too

Choose the combat in the Arabian Sea
No added air required
Search rolls:
Allies 3
Axis 7
Use 2 SP to increase damage and 2 SP to reduce damage
Destroy the Japanese CA
Viola

Someone definitely needs to! What I need is an AITEOA=AI tactical error override assistant. Then I would be unstoppable! Well, no. To be unstoppable I would also need an AISEOA=AI strategic error override assistant. Armed with both a AITEOA & AISEOA I would indeed be unstoppable!

No, what one needs to be unstoppable in WiF is a weather control device. THEN one is unstoppable!
Well I'm seeing if I can team up with these rain dancers to just do that. But first I need to check to see if they can do more than make it rain. I need them to be able to make it storm, blizzard, snow and of course nothing (i.e., fine).
