Partisans symbols question

I never understood why there are partisans (crossed symbols, so sabotage, not uprising) in hexes surrounded by no city or installation, only railways and roads. This can't be destroyed. Is it to say they have a range of 2? Also, can air units suppress partisans or only land units?

The effect of the partisans can have a long range, it's set in the script so their raids from (say) the mountains may affect resources on the plain.

Land and air units both function to prevent Partisan activity.

Got it, thanks! So they can have a range of 1, 2 or even more ... Good to know air units will suppress them. These lazy pilots in their leather flight jackets, they need to do something between 2 missions!
