[1.08.01]First National Budget after Council Founding Faulty

The first national Budget - when you have the SCC and your 1st founded council - does not add up to 100% initially:
40% for the SCC, ~25% for whatever you founded are the usual figures.

If you try to change any value, figures will correct to sum up to 100%.
