4.2.1.2 Italy/Yugoslavia conquest stuck

In this game, Italy was conquered and its new Home was Yugoslavia. When Yugoslavia gets conquered, the game gets stuck. The green button does not appear, and hence impossible to get the game moving beyond that point. Saved game attached.
