[1.08.01]Religious appeal not affected by Policy setting

As far as I can tell, there is no effect from supressing a cult on their appeal. In my current game the mystic temple had:
123 when I got them
123 when I changed the policy to Supress
123 the turn after the change

However I noticed that my other (wanted) cult had a appeal increase, but that might be due to some donatiosn I made the previous turn.

The Cult strength is not the same as the Cult Effective strength. I will also show the latter data in the upcoming patch.
