[1.08.01b] Map at game start reveals regime borders

This happens since some patch numbers ago, but I never got around to report it I think:

When starting a game, it is possible to close the setup window ("RANDOM" tab) and inspect the map.
On the map, borders and settlements are shown, no matter what the fog of war settings is.
On the minimap, all borders are shown in bright red.

There is only a slight inconsistency when using 'Know map, otherwise complete' where you get to see the above, while in round 1 in game your knowledge about the regime borders dissapear. If you do not want to have this info play in 'Complete Fow' mode.

Knowing all the major regimes starting positions is not what I would call "slight inconsistency"?!

... but hey, it's your game and I alread paid for it ... so who cares ...

Ironically people have been asking for a way to set where Major Regimes Spawn.
While this is not a perfect hit, it does mean you at least get to know early if that map is a bust or not :)
