[1.08.01b] Crash when selecting targets for HQ and Covert Ops cards

Playing a multiplayer game, when I or the other player try to open the target select screen for HQ and Covert Ops cards the game throws an unhandled exception error.

This seems to be an issue solely with MP. When playing SP neither of us have any issues.
