Do CS's & UV's that are docked at a port add air support for the planes flying out of that base ? I'm confused by the red air support number followed by the plus white air support number, as added together they give me enough air support, but the planes seem to be not acting like it ( lots of repairs going on )
and perhaps that's why the red air support number ? Maybe the CS's and UV's
are omly taking care of the float planes at the base ?

Yes, the AV & CS only provide support to floaplanes.
