Killing pop exchange

So, I accepted free pop movement from AI. But the problem is my workers are just leaving me, killing logistics and this literally kills my troops. Can't colonize with workers because I can't get logistics points in necessary city. How can I remove the exchange without declaring war or breaking non-agression pact ? Didn't get any strategems about it.
