[1.08.01] Strange bonus appearing for scavenging

Beginning of game. Private Asset Scavenging Commmunity. Bonus for governor skill and governor relations showing correctly for metals and fuel.

An additional bonus of 25% needs to be multiplied in to get the values mentioned. No mention of this in perks and bonuses and no mention on the asset screen. Playing on Normal. No cult or business bonus. Where does this bonus come from?

If the governor is fired, bonus still applies even with -50% penalty for no governor (although not mentioned)

While I'm at at, the Governors total skill in scavenge is 6. How can he roll a number to give a 10% scavenge bonus when the maximum number he can roll is 106?

Now that I had a look at the savegame I noticed:
- it only affects the Scavenging asset
- it does affect Public Scavenging assets in my games as well - I just never noticed before

So the issue is in scavenging, not in the Private Asset.

Bonus comes from the adjacent other Ruins south of your Asset.
The more ruins around the more productive the scavenging. see 5.5.2.4 in the manual 'rich scav rules'

Duh. I should have spotted that.

Also the Governor roll is enhanced because of his improvisation skill. Also duh.
