Lend-lease aircraft

I know there is a menu item for this, but it appears and disappears at various times. Is it possible to have an obvious step in the turn when it the program actually prompts the player to select units to be lent. Otherwise, it is basically a crapshoot whether I can find the available menu choice when I look for it and whether I even think to look in the pools.

Or maybe I am missing an obvious prompt.

I have been able to access that menu, but nothing happens. The chinese units cannot build aircraft. Even after the americans select the right option.

I have been able to lend a/c to CW from US, but my success in finding the menu is sporadic. And I have never had Italy get a German plane.

The command to bring up the lend-lease menu is cntl-J.
