First, I will note that the 'tooltip' does not show what is being paid to the private sector (unless I am missing something in the 'tooltip')...so the +2 is not telling the whole story here.
per the manual;
The picture in the opening post said:
"+2 worker happiness due to renumeration (compared to private)"

You wrote: "Make sure that the workers salaries are higher than the private sector folks. "
So he made so sure, the problem was not even on the list of things that could be causing it.

Actually running out of credits during the turn resolution is the obvious explanation
Did you have enough credits stored when you hit "End Turn", to cover 100% of the expenses, across all expense categories?

Probably not. I never really pay much attention to that and would hope that isn't required by the game - it would be a great burden to players to have to project all their off-turn expenses and resource requirements and save enough every turn. Perhaps it's related to some multi-step off-turn sequencing like the taxes come in first, then some other big expense got paid (for the earlier turn, but not the latter), then the workers got paid.

That's a tough one to manage if that's how it works. If that is the case, it seems impossible to tell if one has a systematic cash flow problem that needs fixing or just a momentary blip. I do feel that what ever is going on, it happens repeatedly though, as my worker happiness has steadily declined from low 90's into the 40's.

Still perplexed!

Yes, the way that the economic system works is annoying. Exactly because of issues like these, were you run out of resources during turn processing, but get no warning.

But I do not see it changing anytime soon. I can not think of a better way to handle the economic passes myself - I can just think of some ways to indicate that you ran down to 0!

He also stated that he paid workers fully, which ended up being wrong...

The +2 (unless a bug) shows that worker salary > private salary.
Worker Salary can be seen in Worker tab.
Population Income per Capita can be seen in Population tab.

This issue is extremely likely to not be about this. (but he should still check, just in case !)

The 3 ways I have always been able to maintain 'worker happiness' is by paying them what they want & +2 vs the private sector may not be sufficient per this particular case.
In many cases it may require a +3 & higher.
QOL vs the Civ level & having enough food are the other 2.

There is always the possibility of a 'bug' creeping, especially if using beta patches, as pointed out.
In general, however, from what I have experienced...the salary is the big one.

Again...in many cases it may require a +3 & higher.
Not sure why you are stuck on the +2 as not being a potential issue.

No doubt there is some of this going on...I certainly don't know the exact causes & was only offering my view on what could help this situation.
For some, unknown, reason 'zgrssd' decided to address me in a way I found very...annoying.
Maybe a little 'fallout' from 2020 on my part.[:)]
