Vichy France vs Complete Conquest

I almost always go for Vichy. Under what conditions does it make sense to go for complete Conquest?

One does not go for complete conquest, one goes for incomplete conquest. That's the problem.

One goes for incomplete conquest when the campaign in France has gone fast, there are not strong defenses in Bayonne or Toulouse, and one intends to invade Spain. If one of these conditions does not hold, declare Vichy.
I thought I knew how to play this game....
