10U2 - Port blockade don't work in Italian option

Playing the Europe 1939 Italian option scenario, after declaring war against UK, I never received the "Malta is under supply blockade" message.

Only this one. I am under the impression it does not work in this scenario.

False problem, I forget the rule. There is a sub fleet in Malta.
