[1.08.04] Duplicated Custom Formation Report

The next turn after having created a staff council and assigned a leader, two duplicated reports that ask you if you'd like to create a custom formation type pop up, one of which is asked by the Supreme Command Council.

(By the way, I don't see a "do nothing" button, I don't know if that's intended)
