From numbers of aircraft, it looks like that IJN carrier near Canton Is. is only a CVE. An opportunity for an Allied CV there.
PM is one of the "must take" targets in the Japanese scripts and the BBs that spent their ammo on your PTs were probably supposed to bombard there. It just looks like the AI has accumulated a larger than usual fleet to support the landings - ship assignments being mostly random for he AI. But it may not have been able to bring as many troops as it should have because of delays and losses. Could be an interesting stalemate for a while - Japan having air and sea superiority but not able to crack the PM defences (if you have enough supply there). Just like Guadalcanal IRL.
