Research with Austria and the Ottomans

Does Austria, the Ottomans, Russia and Serbia research higher tier research projects with reduced efficiency? Like 5%, 4%, 3%, 2%, 1% for tech levels 1, 2, 3, 4 and 5?

No, not that I know of.

Actually, friendly major powers that are politically aligned can boost each other's research. For example, Germany, Austria-Hungary and the Ottoman Empire all benefit from research sharing.

Yeah they do get reduced speed if you look in the editor it's there. Italy for some reason goes full speed ahead but Austria is a backward nation like Turkey.

Because many techs don't even reach level 5 it's not so bad as it might seem at first. And as Platoonist mentioned it's not really 1% it's 1% plus whatever bonuses you get. Still slows you down somewhat though.

But the real tech problem for Austria is their 1200 limit.

I don't want to be rude, but I'm pretty sure, that Italy was not on a par in technology with the US, UK and Germany.

I know of the catch up bonus and the research sharing, but I haven't understood this completly. Is there only the most advanced nation taken into account or all? I.e. when France and the UK have Production technolgy 3 and Germany has 1, will it get +2% catch up bonus or +4%?
As well for the reserch bonus. Let's say Germany has Artillery Weapons 2, Austria 1 and the Ottomans 0. Will they get +2% or +3%.

Also what's the situation with Spying and Intelligence. In WiE and WaW there was only the most advanced nation from every side taken into account. The manual for WW1 doesn't say anything about this.
