i am hijacking here now since i also own an MSI with 1070 nvidia and have the same problem. i dont have afterburner installed

I don't think any overlays are on, checked and pretty sure they are all off. I also don't think afterburner is installed.ORIGINAL: zakblood
as your using a MSI motherboard, just a stab in the dark, but can you try and disable the MSI afterburner overlay on startup then reboot and retry if you using it?, no worries if not i'll creep back in my dark hole and keep hiding[;)]
make sure you disable any overlay software,
like MSI Afterburner,
NVIDIA GeForce Experience Overlay,
AMD Overlay,
Discord Overlay etc,
Xbox overlay, this list goes on and on,.....
as any of these may interfere with the game, any game your having issues with etc etc.
install the game as admin and running the game as admin should setup the correct file permissions to run with most AV & firewall programs, some 3rd party poor ones may need to add a exception manually.

do you also have the msi ge75 raider? maybe it is a coincidence or is it laptop related?

Just as a test, please try re-naming the "Video" sub-folder to "_Video". It's inside the "Dat" sub-folder of your installation, then try launching the game again.

Also, please try right clicking on the WarintheEast2 application in your installation folder, then choose "Run as Administrator" and let us know if that makes any difference.

Please try Ending all running WITE2 applications through your task manager (Ctrl-Alt-Del). Then can you please try temporarily turning off any anti-virus/security software completely to see if it could be interfering with the launch of the executable? Given these multiple applications reported I'm concerned something else is intercepting them and preventing them from launching.

Tried turing off Windows defender, and have been ending tasks before launching again. No luck I'm afraid

I dont think so, at least fiddling around I can't find a way too.
Edit: I disabled the Nvidia driver(?) in the device manager and made no difference.

no you need to do it the other way around
From NVIDIA Control Panel select 3D Settings then select Manage 3D Settings in the tab Preferred Graphics Processor, select High performance NVidia processor. Select Okay to apply changes. Reboot and computer and then try playing the game and see if this works for you.

Please try to disable all background programs in case these are interfering with the normal running of the game.
You can do this by running msconfig and disabling all non-windows start-up programs and services.
Then once you have disabled all non-Microsoft services, please run the game and see if the issue persists.
If it does not, please then reopen msconfig and reenable those services, one by one, until you find the program causing the problem.
A tutorial on how to do this can be found below:
