Situation At the end of Turn 100 in the Moscow Area.

The Soviet Garrison left behind in Moscow is completely surrounded. The garrison has been reassured by Stavka that the Red Air Force will keep them supplied while the Soviet Army prepares to launch a massive summer offensive in the area to break the encirclement. Surrender is not an option.

It looks like your units are being starved of supplies. I would recommend reducing reserved rail and turning off some factory production of vehicle/plane types where your stockpile is quite high. For instance, I am finding that T-34 production is a big draw on supply. You might want to evacuate a few of those factories in order to turn down production on them. IL-2s are likely another big draw and you likely have more than enough stockpiled to last a while. Armament factories could also be moved to reduce supply usage. You have more than 1 million armament points in reserve, more than enough to last a while.

Agree. I reduced the reserved rail from 10% to 7% and moved some of the airplane factories (turn 104). Instead of moving armament factories might it be better to reduce the production level of armaments to say 75% from 100% (which can be quickly reversed if the need arises)?

The problem with changing the percentage on armaments is the AP cost. Evacuation costs nothing. If you evacuate and entire factory, it starts out only 50% damaged and will fully repair in 17 turns.

Start of Turn 106, Moscow area. The isolated Moscow garrison continues to defend against overwhelming German infantry attacks, the Northern city hex of Moscow was lost this turn to the German Army.
