CANNOT GET GAME TO WORK NET FRAMEWORK

Hi Guys can someone please help I have downloaded the game and when I click on the game icon to work it asks me to download NETFRAME, I've tried to do this but keep getting a message
but it will not install and have taken a snap shot of what is happening can someone tell me how to fix this as I feel I have spent money for nothing?
