Noob question regarding flak

Sorry for the Noob question. When you have flak values showing in the map, there are 2 figures shown, i.e 1-0, 1-2 or even 0-0. What do the numbers mean? I'm assuming its the strength of the flak at various levels but I can't find it anywhere in the manual or via a forum search.

Manual 19.3: "Numbers displayed are between 0 and 9 to indicate intensity of flak, with the left number being low/mid altitude (below 20k feet) and the right number being high altitude (above 20K). With FOW enabled, the accuracy of the flak values will vary depending on the detection level of the AA support units."
