Units on rail, not moving

Should these units lose readiness/efficiency merely sitting still ? Would think they grow to 100%

I think it depends on a few factors supply level, HQ, rail line.... for how much they recover. Will have to wait for the pic you tried to provide.

Effectiveness represents a lot of things. Food, water, ammunition, damaged equipment, etc.

So if you isolate a unit, yes it loses effectiveness. Tanks don't get oiled or run intermittently. Batteries die out, food runs out, water runs out.
