1st Mech Corps (HQ and 2 divisions in Pskov area) was not attacked on T1 but its leader was somehow killed in action.
Second thing in this case that this guy was replaced by leader that has Mech rating 1.

Some famous examples of this include Hans Hube who died after receiving the Diamonds to the Knight's Cross for leading the breakout of 1st Panzer Army from Kamenets-Podolsky in a plane crash. Or Eugen Ritter von Schobert crashing into a Soviet minefield with his Fieseler Storch which led to von Manstein taking over 11th Army.

Personally that does sound like a strict upgrade to me.
I mean a bicycle is probably a strict upgrade to a BT-7...
