Belligerency status not sticking

This problem is fixed (for me) but I don't understand why it happened.

I am modifying a completely new (fantasy) campaign and could not get the belligerency setting to 'stick'. Both countries were mobilized on 100% and the list of countries appeared that they could be belligerent with. I could tick the box next to the correct name but as soon as the focus on the dialog box was lost (even if the Save button highlighted after), when I returned to the country, the belligerency had reverted to the old (non-belligerent) status.

To fix the problem I imported the belligerency status from another campaign - it now works fine.

Thanks for the report and I've tried to re-create this via creating a new campaign but was not able to.

If there is a way that you can indicate to me how to repeat this bug from scratch that would be helpful, otherwise I can only keep an eye out for it and hopefully come across it at some point down the road and correct it then.
