Commander Report and Aicraft Lodaut change UI glitch

I believe this is a bug. There are the reproduction steps:

1. Switch to the Info Screens top tab
2. Open any aircraft unit popup with the ability to change a loadout
3. Change the current loadout to any different one
4. Click on the one of the "Apply to..." options to apply the loadout change to any other portion of the current airforce
5. Confirm the loadout change
6. Don't close the loadout change popup!
7. Open the Commander's Report by the C hotkey
8. Note that the loadout change popup is still displayed above the Commander's Report, not very good from the usability viewpoint and maybe the root cause of the bug below
9. Close the loadout change popup

Actual result:
The Commander's Report closes too, but the current UI view is not correct: there is the top of the Commander's Report still displayed, the popups and panels are darken out. The Commander's Report blinks on the screen when user hovers mouse cursor over the buttons on the top panel. This UI behaviour persists until user opens any full screen page.

Thanks for the report, I've added it to our bug list. FYI, a workaround when the interface goes bad is to press the Esc key. That usually resets things.
