Assault HQ Command Capacity

21.11.3 states that assault HQ bonuses dont accrue if the assault HQ or any HQ in command chain are over command capacity. By "command chain": does it mean the corps HQ underneath the army, or the army group above? Or both?

The Corps HQ below does count. I am not sure if the Army Group HQ does.

so for the axis if the army > CP then no bonus for anyone, if the corps > CP then no bonus for the units in that corps

for the Soviets same relationship but usually front sets the condition for everyone and then the armies are tested individually

so if say 1 PG is assault, it doesn't matter if AGS is overloaded

Why? AGS is not an assault headquarters! The assault headquarters is 1 PG and it is not overloaded!

Of course we can't! But I did not know that if the upper headquarters of the assault headquarters is overloaded, then the assault headquarters will not give bonuses! It was only about overloading the assault headquarters itself!
