Appoint director that was not nominated

Hi,
I just 'fired' my secret service director because I wanted to appoint someone specific.
Next turn I get the decision to appoint a director - but they are not nominated. I have my reasons for wanting to appoint them though, and not one of the nominated ones.
Can I do this and if so how?

Upon further thought - I think the only way should be to refuse offered appointments at the cost of PP and hits with factions until my choice is possible. This is actually very interesting and adds a layer of enjoyment, and makes me look deeper into what is going on with them.
Am I correct in my thinking here?

Indeed you have to refuse, until the right one appears.

A good reason if possible to have few reserve leaders.
Favoritism is alive and well here.

As I read the handbook, I think it you decide to postpone the decision all candidates are cycled without needing to spend any faction relations for it.
But that would add 1 turn delay, wich hardly seems worth it.
