German cities in exclusion Zone have empty Construction/AA list

German cities in exclusion Zone have empty Construction/AA list

All cities in the Western occupation zone can't be given any construction or AA units. The unit list is empty. AA is pointless but construction would be nice for repairing damage.

This is WAD. The area ps off the playable map are not intended for player interaction like assigning support units to cities.
All understanding comes after the fact.
