Foreign Troop Commitment Limit

In the attached game, I cannot move the CW FTR near London to France because of the Foreign Troop Commitment Limit: it is what the game tells me. Yet, Gort stays in France together with only 1 CW MOT (another CW unit was in France but was destroyed in a previous impulse). Thus, it looks like there is enough room for 1 more unit, isn't it?

Strangely enough, I can't recreate this bug. I was able to fly the FTR into France.

I am now in the next turn and I can rebase a CW FTR in France. Maybe I should have tried reload the game when it did not work.

Yes. Also: exit the game completely and restart it again. Sometimes, small things like this bug (yes, I encountered this bug too, but I can't recreate it) suddenly disappear when you reload the game.
