A2A BVR Duel 1975, 1985, 1995 Quick Battle Generator give Error:

I'm that scenario's author.

I think it is same issue as this:

It seems to have to do with the Windows regional setting. It works with English(US), AFAIK, but not with many European, etc. settings.

I'm very busy IRL at the moment, but at some point I will try to fix along with a general upgrade of the scenario.
