GS refusing to fly

Save attached.

Made a GS supporting 11th Army for an Attack against Odessa. Clear weather, several hundred bombers in range, all with bombs, no other taskings, mission % at 300, yet when the attack happens I never receive any GS (GS is on).

GA works normally with big strike going in if I recon the target during the first day.

Elsewhere GS seems to work as expected, so I don't know if it has something to do with the target being a city fort.

I'd suspect its keying off this, the routine will have some idea how many planes it needs for that attack, you've told it to find 3 times what it wants to use and that may simply not be available.

I'd try at 100 and see if you get the mission, that at least means the challenge is to find somewhere on the 100-299 scale that will trigger a commitment

Tried it on a hundred as well.

Just reloaded again and tried with 20%, still nothing. What's also strange is that I always get a few fighter showing up but no bombers.

If you attack another unit on the map with 11th Army, you see GS as you expect, correct?

Yes, in a normal 11th Army battle the GS works as expected. Only with the city fort in Odessa does it refuse to fly.

Can be tested with the attached save, there are some 11th Army units with nearby Soviets.

Yes, I tested it. This may indeed be a bug, but I suspect it is more related to detection level. The defending single counter shows no CV data for the fortress and what is in it, even after putting 6 of your divisions next to it. Since the AI sees from your perspective no data, it doesn't know what to fly in support of your attack. Does the fortress contain 10 rifle divisions or a depleted NKVD regiment? So it flies a few fighters. Even after you launch a deliberate attack, the fortress still isn't revealing any info related to CV so the issue persists. You should see some kind of defending CV by this time.

Tried this in another save with a unit adjacent before the turn was processed. Makes no difference.

Yes, the Fog of War may be doing too good a job keeping from you the info that you need in order to generate an appropriate level of GS.

Another city fort and again no GS flies. This time in Rostov. I've been in contact with it for several turns trying to cut it off. GS is allocated and otherwise functions normally but refuses to fly at all in attack against the city fort.

Although your save has 11th Army around Rostov and 11th Army has no Air Support allocated to it (or to AG over it), I was able to duplicate your problem after assigning it to an AG that has a GS AD set for it. Will bug it. Wonder if anyone has seen GS coming in on any attack on a City Fort.
