Victory point query

Victory point query

Im playing as allies and routinely suffering a -5 loss in partisan/garrison VP's which seems strange.

Is there anything i can do to improve that number?

this means the Axis have over-garrisoned. Quite feasible, esp in France where they have enough units that an early refit focus can really boost their typical cvs.

good thing is it means less in Italy.

It also falls away as the game progresses and the respective theatre demands increase

Are you playing against a human? I've never seen this happen in a game v. Axis AI.

makes sense - there is a trick with the axis to set all depots and HQs in France to #4 for the first 3-5 turns. That will fill out the French units very quickly - no reason not to as at some stage you do need to bring them up to strength.

that then allows you to extract more for Italy or bank the VP
