Is it intentional that there are only one or two U-2 Transport squadrons created?

Soviet naval patrol plane capacity seems to be quite limited, even when there's a naval requirement for Northern Front that's quite difficult to fulfill. Maybe the Taganrog GST capacity should be 2, since there were 27 of them produced in 1941. Also perhaps there should be at least some MBR-2 in the pool, since over 1300 were produced in 1935-1941. Only a handful would probably be enough so the player could at least choose whether to use the pool for Baltic/Black Sea naval operations, or fulfill the Northern Front requirements.

I think so, yes. The U2 was mostly used as a liaison aircraft and to help with the partisan war, uses that aren't covered in the game.
